The Mariner Project is a heavy oil field development on the UK continental shelf. The project is planning for a DG3 in November 2012, EPC contract awards in December 2012 and first oil end of 2016. The concept consist of a large PDQ platform (Process, Drilling and Living Quarter), topside weight approx. 31 000 ton, a jacket substructure, a ship shaped FSU for storage and offloading and infield pipelines and cables. Gas for power generation and light oil for dilution of the heavy oil will be imported. A new operation centre will be established in Aberdeen.

Position: Mechanical Commissioning Engineer Number of position: 1 Position category: C1 Discipline Engineer Job start date: ASAP Estimated job end date: 2-4 years Location: Fornebu (2012), Stord (2013-2014) and offshore (2014-2015)
Responsibilities / essential functions of the job:
• Commissioning Engineer for HVAC Systems & Other associated Mechanical systems. • Apply for permission for commissioning for commissioning activities that require authority approval. • Setting of boundaries for systems and commissioning packages (part systems). • Arrange/attend criticality assessment activities according to COPNO procedure 6258. • Follow-up of design and procurement activities, documents and packages within the system(s) they are responsible for. • Validate vendors FAT and EFAT procedures for testing of vendor equipment. • Attend and follow-up of Mechanical Completion and FAT / EFAT on critical supplier equipment packages. • Develop Commissioning and Start-up procedure(s), and if required Performance/Capacity test procedures. • Provide input to the commissioning plan/schedule, including supplier’s assistance, regular updating and maintenance of the commissioning activities within their system(s). • Carryout pre-energizing/pressurizing commissioning and start-up safety review(s) and HSE risk assessment. Identify major Hazards and if relevant develop an appropriate mitigation actions plan. • Ensure provisions and facilities for a safe and efficient commissioning and start up. • Ensure provisions and facilities to maximize onshore commissioning. • Follow up of the MC verification and commissioning activities on the onshore construction work. • Follow up of the MC verification and commissioning activities on the offshore modification work. • Manage the permit to work system within their system(s). • Give input to project training program. If needed, arrange necessary training sessions/courses for project personnel working on their equipment and system(s). • Supervise commissioning, vendor and contractor personnel during commissioning. • Ensure all work is performed to current relevant Statutory regulations, International & Norwegian Industry Standards, including the Company Specifications and Standards/NCPMS. • Ensure Commissioning Procedures are updated and maintained with the latest information. • Ensure throughout the commissioning phases that "Red Line Mark-ups" are filed and transmitted for "As Building" in a controlled and orderly manner. • Ensure relevant and correct input of completion status for commissioning activities into computer based completion system (PCS system). • Provide and maintain engineering and supplier documentation as required by the commissioning group. • When commissioning has started, ensure that all changes or modifications made by engineering and/or suppliers are filed and transmitted in a controlled and orderly manner.
Required Skills*: (Education/Competencies)
• Chartered Engineer, Engineer (BSc) / Technical school or equivalent education/experience related to Instrumentation and/or Control Systems. • Minimum 10 years of relevant Mechanical Engineering experience (offshore and onshore, oil and gas industry). Commissioning Experience is highly recommended.
Assignment description: Technical Compliance Lead will report to Technical Manager. The following responsibilities and tasks will be included in the Job Description:
• The Technical Compliance Lead shall work in the Technical Home Support organization. The Technical Compliance Lead shall cooperate with other parts of the Mariner project, i.e. follow-up team for Process and Utility modules, LQ module, Drilling Module, Jacket and FSU. • The Technical Compliance Lead must have good knowledge of the UK Authority requirements for all parts of the Facility project • The main responsibility is to ensure that the design is developed and aligned with Authority requirements for all parts of the Facility project. • High focus shall be made to advisory service towards site teams in addition to monitoring and verification activities. • Advising in handling of NCRs and DISPs with relation to authority requirements. • The Technical Compliance Lead shall be a contributor in the RISKs process. • Continuously search for experiences from other relevant projects and professional ladder, as well as be active in providing experience to others. This includes establishing proposals for improvements of governing documents in Docmap and Aris.

System design and functionality, specification and preparation for completion and commissioning. Coordination of the discipline activities within the area of responsibility. Work in the follow-up team for the EPC contract for the Process and Utility area and cooperate with other parts of the Mariner project, i.e. Drilling, Jacket and FSU, as well as the Home support team. The technical team members shall establish close dialog with relevant Contractor personnel, and with Statoil’s project team members. Contribution to development of a open and good working environment is considered as very important. The responsibility includes ensuring that the design, within own area of responsibility, is developed and aligned with Authority requirements, other relevant requirements, and the professional ladder. Ensure that Contractor focus on quality, cost and weight optimal solutions, in time delivery, as well as fulfilling the LCI requirement. Discipline RISKs shall be established and contribution shall be made to the project overall RISKS. The RISK registers shall be updated on a regular basis. Plan shall be made for following up Contractor’s work based on the identified RISKs. The plan shall include recordable activities and verifications. High focus shall be made to proper handling of interfaces. Identify and evaluate change proposals, and None Conformance Requests related to design. Continuously search for experiences from other relevant projects and professional ladder, as well as be active in providing experience to others. This includes establishing proposals for improvements of governing documents in Docmap and Aris. The working place will mainly be at the contractor’s site for the Mariner project.
Mariner Project is a heavy oil field development on the UK continental shelf. The project is planning for a DG3 in November 2012, EPC contract awards in December 2012 and first oil end of 2016. The concept consist of a large PDQ platform (process, drilling and Living Quarter), topside weight approx..31 000 tonne, a jacket substructure, a ship shaped FSU for storage and offloading and infield pipelines and cables. Gas for power generation and a light oil for dilution of the heavy oil will be imported. A new operation centre will be established in Aberdeen. The Bressay project is very similar to the Mariner projet but the DG2 decision i expected next year in 2013.
