Head of Engineering
Management of single and multi-discipline engineering studies and completion of Projects.
Ensure Project and Plant change services for all project and modification development are up-to-date and accurate,
As-built drawing/documentation system and database are as per Company procedure and regulatory standards
Management and review of work carried out by external engineering consultants.
Ensure compliance with International and Russian standards.
Coach a team of Russian Nationals
Qualifications and experience required:
Graduate Degree in Engineering
a) Professional experience: A minimum of 15 years’ experience in Project Engineering.
b) At least 10 years in Engineering position in Downstream
Fluent in English. Russian Federation citizenship is a must
Knowledge
Develop and Ensure Project Engineering procedures
Able to communicate with internal and external bodies on Project issues
Prioritizing work from a project engineering plan and redirecting manpower when operational requirements.
Have skills in engineering, construction and commissioning techniques.
Ability to interface with, and influence, a wide variety of contacts, including management, staff, and contractors.
Be suitably qualified and experienced to ensure that the Project Integrity requirements are: managed, implemented, maintained and supported throughout the Assets lifecycle.
The position offers a lot of challenges, hence should possess good analytical and imaginative skills, with good interpersonal skills etc
PC knowledge: SAP, Excel, Word, Microsoft Outlook etc.
RESPONSIBILITIES (Functions):
Ensures that the Project Engineering Department’s activities are performed in order to execute all activities safely, reliable according to schedule and at optimum cost.
∙ Ensures sufficient and competent resources and equipment are available to complete correctly all project work and plant changes
∙ Ensures all projects and plant changes comply with company and regulatory standards and to the agreed end user requirements
∙ Initiate and develop variety of Project Engineering work and systems installed
∙ Initiates and develops specific procedures, work instructions and inspection and test plans and ensures section compliance. Establishes the Engineering Section Quality Assurance System for Directorate and acts as the Focal Point for the Project Directorate Engineering department
∙ Co-ordinates development of the project management systems (including capital cost) and ensures that monthly financial and physical reports are issued and that they are accurate, user friendly and fully utilized by all sections
∙ Set-up data and document structure using the Corporate systems such as FUSION, where applicable
∙ Ensures structured development of RF Nationals to fulfill line positions and oversee the career and competence development of section members.
∙ Introduce systems and tools to the plant that will continuously, and where possible in a step change, improve the availability of the plant. Assist to the Project Control Section for the production and approval of the annual CAPEX budget
∙ Coaching and transfer of knowledge to subordinates.
∙ Ensure that work carried out by the Engineering Section is in accordance with HSSE policy and procedures
∙ Ensure strict compliance by the subordinate employees with regulatory Health, Safety and Environment Protection documents (Instructions, Regulations, Safety Rules, Operating Procedures etc.) during operations.
