The Buyer is responsible of purchasing activities (Pipes, Safety Equipment, Valves, Chemicals, Pumps, Compressors, Turbines, Generators, Transformers, Vessels, Columns, E&I equipment, HVAC equipment, Spares and any other products or services related to the O&G industry) in compliance with Corporate and Project Procedures
The position would be based in Moscow.
Requirements:
Master’s degree
Minimum 3 years’ experience in the role
Knowledge of Petroleum & Chemical Industry
Strong communication skills
IT skills plus knowledge of “ERP” software package
Responsibilities:
- To analyze the project procurement demands expressed by Engineers
- To participate to the finalizing of the statement of requirements
- To determine the commercial conditions which best serve the company’s interests
- Preparation of bidder lists
- To prepare and send out the dossier of invitations to bid (float of inquiries)
- Issue of Bid History report to Project Team (after bid receipt)
- Economical and contractual negotiations
- In relation with the relevant Purchasing Group Leader and the Head of Supply Market Management, analyze the propositions, participate to the clarifications and to the negotiations, issue of Commercial Bid Evaluation to the Project
- To finalize the contractual documents according to the General Conditions of procurement, by ensuring the conformity with the regulations which may be applied
- Cooperate with Project teams in highlighting main reasons of eventual extra budgets and proposing mitigation actions
- Expediting of Purchase Orders
To follow and know the markets, participate to the follow-up, and the evaluation of the suppliers and contractors
