This position is based in Moscow, Russia. The SIMOPS Permit to Work Controller will be involved in a major Oil & Gas operator’s project.
Activities:
• Ensure that HSE policy, frame of reference are adhered to;
• Ensure all documents gathered for PTWs involving combined activities between Production and Construction comply with HSE Company rules and standard;
• Participate on SIMOPS Coordinator request in the job risk assessment (JRA);
• Prepare with SIMOPS Coordinator the kick off meeting related to specific activities;
• Identify possible interferences between concomitant activities in coordination with SIMOPS Coordinator;
• Participate to the pre job meeting on site prior to any activities and ensure recommendations defined in the pre job meeting are reported / implemented in the work permit;
• Identify / report downgraded situations. Propose to Operating Authorities (ROs) mitigations measures and verify implementation;
• Conduct periodic PTW audits on site;
• Promote reporting of anomalies;
• Ensure that PTW procedures in force on the site are fully applied;
• Liaise with SIMOPS Coordinator and Operating Authorities (ROs) to plan activities and gather all permits to work;
• Enter and manage / follow all Project PTWs using the existing data base;
• Ensure with PTW Supervisors that operating and dedicated procedures, as well as associated documents (i.e. mark up P&ID’s, inhibitions, process isolation …) related to planned activity are attached to PTW and issued in due time;
• Review carefully hot work, confined space entry permits and all isolation certificates prior to issue, to ensure compliance with the Standard rules in force on site;
• Prepare the daily PTW meeting;
• Supervise the project operation core crew during the isolation and the preparation of equipments concerned by works;
• Update all site registers for inhibitions, process isolation, LO/LC valves (SIMOPS boundaries);
• Ensure proper Close out of PTW (works commissioned, isolation removed, location in safe conditions and clean);
• During the preparation, execution, close out of PTW, alert immediately Operating Authorities or SIMOPS Coordinator if any deviation to the requirement is observed.

Qualifications and Experience required:
Graduate engineer with minimum 10 years experience in the oil and gas industry.
Fluent in English (speaking and writing)
Fluent Russian is mandatory.
Good communication skills, able to work in a multicultural environment.
