Multinational production Company in oil and gas sphere is looking for Supply & Distribution Chain Manager.
Function
•Primarily accountable for delivery of HSSE performance across the country ie both personal and process safety and ensuring the continued implementation of best practice to drive a strong HSSE culture;
•Primarily accountable for S&D bottom line results in the cluster by optimizing financial performance and meeting key performance targets;
•Primarily accountable for ensuring adequate risk management, assurance and reporting;
•Primarily accountable for Country Optimization and exposure/risk management;
•Accountable to ensure supply of products (incl Differentiated fuels) with optimum cost, including management of all product hydrocarbon stocks to achieve maximum integrated value;
•Jointly accountable with the Cluster GM and the Regional VP for creating an integrated culture embracing Supply and Distribution;
•Accountable for operational management of primary and secondary transport. Working closely with 3rd party terminals (OSPs);
•Prime accountability for successful stabilization of Streamline/GSAP and driving improvements by embedding the new standardized processes;
•Ensure product stewardship and quality delivery;
•Ensures all products meet all quality specifications and changes are implemented as required, including incident management, environmental legislative change management and new business development activities;
•Accountable for developing, negotiating and managing product exchanges and term purchase and sales arrangements with third parties, including primary transport means. This includes ensuring that all contracts are in compliance with Group requirements, in particular HSSE;Motivates, coaches and develops the team and contributes to building a robust talent pipeline for the cluster and region;
•Ensures implementation of global programmes, standards, tools and initiatives across the cluster;Support Country EFT, shared accountability with leaders of marketing businesses (retail & commercial fleet) to optimize overall results contribution of the cluster. Accountable for the Country S&OP Process and plays a key role in the creation of an Enterprise first culture and mindset across all businesses, contributing to EF value creation;
•Develops and maintains excellent working relationship with customers, suppliers, local and central authorities, Oil associations and government agencies to safeguard existing business and to create additional profitable opportunities for Company;
•Manages relationships and shares leadership with key partners in Retail, Trading, other marketing businesses and Strategy and Portfolio.
Requirements
•Significant supply chain and/or commercial experience (including 3rd party negotiation) and proven success at a managerial level of driving end to end value from the supply chain;
•Operational HSSE experience (road, terminal, construction) required;

•Strong interpersonal skills and the ability to build and lead effective team.

•Able to understand commercial aspects and influence internal and external stakeholders, managing the various interfaces and sometimes conflicting interests;
•Fluent English;
•Based in Moscow;
•Experience managing people (successful candidate will have 12 direct and indirect reports);
•Experience negotiating with outside suppliers (both oil companies, hauliers and depots);
•Experience in managing Safety (HSSE);
•Experience in managing supply chains (ideally in the oil and gas or chemical industries).
