Multinational industrial manufacturing company is looking for the candidate to the Procurement Specialist position.
Role
Procurement Manager position is responsible for managing all capital project procurement activities to include highly complex engineered equipment, fabrication, logistics, and construction for Russia and Eastern Europe. The successful candidate will have a strong background in executing large industrial construction projects throughout Russia and CIS countries and will understand the complexities of the project execution process. This strategic member of the Moscow-based team will report directly to the European Project Procurement Director and regularly interface with local business management and engineering resources in developing and executing large capital projects throughout Russia and CIS countries. Position will supervise small staff of project procurement buyers in support of project activities. This role demands a self-starter who is results oriented and is comfortable working with ambiguity and little daily direction to deliver superior project results.
Function
• Strategically lead construction contracting strategy by understanding local supply market economics and competitive structure of targeted suppliers and industries in targeted markets.
• Commercially qualify contractors for a variety of project scopes, verifying financials, checking references, and evaluating safety performance and insurance coverage.
• Lead contracting strategy development for projects; work with project team to insure satisfactory definition and scope documents are included in RFP/RFQ consistent with the strategy developed.
• Evaluate proposals and recommend solutions to Project Manager.
• Negotiate and execute construction agreements as appropriate.
• Monitor performance of contractors; execute contract changes and resolve disputes, if any that arise.
• Negotiate additional scope and changes in scope, especially where impact to project schedule is possible.
• Direct work of staff and evaluate performance of team.
• Interface with Global Sourcing Managers for capital equipment purchases in support of projects.
• Provide leadership through FEL process in support of project proposals.
• Enforce local compliance with corporate procurement guidelines and procedures.
Requirements
• Degree level (engineering),
• MBA would be advantageous.
• PMP or commercial certification a plus.
• Top level results oriented Project Procurement Professional.
• Strong technical and commercial background.
• Russian and English fluency a must.
• Experience with large multinational EPC or negotiating EPC construction contracts, especially within Russia and CIS countries.
