General Information:
Sakhalin Energy Investment Company Ltd. (Sakhalin Energy) is the operator of the Sakhalin-2 project under a Production Sharing Agreement with the Russian Federation. The company was formed in 1994 to develop the Piltun-Astokhskoye oil field and the Lunskoye gas field in the Sea of Okhotsk offshore Sakhalin Island in the Russian Far East.
Sakhalin Energy is a unique partnership drawing upon global oil and LNG expertise and experience.
Under the shareholding structure of Sakhalin Energy, Gazprom holds 50% plus 1 share, Shell 27.5%, Mitsui 12.5% and Mitsubishi 10%.
Location: Research Institute on the mainland with business leaves to Yuzhno-Sakhalinsk.
Type of position: short-term up to 3 years (pre-FEED, FEED, DED)
Reporting line: Resident Engineering Team Manager, FE Onshore Compression
Dimensions: 0.5 bln USD CAPEX project to be delivered in 2017.
Job responsibilities include, but not limited to:
- support development of OPF Front End Compression Project design at TA3 level for civil and structural discipline engineering;
- ensure Project design contractor comply with Company standards (including Shell and International standards), codes and procedures throughout all phases of Project design development;
- ensure implementation of approved strategies and procedures across all aspects of the project.
- assist in managing the technical interfaces between the Company, design contractors and vendors;
- be a focal point in the project team for:
• civil & Structural discipline knowledge and advise;
• civil & Structural discipline governance;
• technical integrity assurance for civil & structural discipline;
• management of technical deviations;
- prepare technical and status reports for the civil/structural discipline;
- ensure that Change Control Procedures and relevant Standards are followed for any changes executed;
- support equipment specification development and revision;
- participate in integrated commissioning tests, check the handover and acceptance documentation, and approve drawings;
- provide technical support to Supply Chain Management engineers negotiating suppliers on technical issues – verifying part numbers, specifications, properties etc.;
- identify spare parts and consumables required for reliable operation of the project structural equipment;
- ensure his activities are aligned with Engineering & Maintenance dept. Mechanical, Civil and Pipelines Group.
Experience and Qualifications required:
- Higher professional education in Civil and Structural Engineering.
- Regulatory and procedural materials for structural equipment, including RF and International regulations (GOST, SNiP, ABS, API, ISO, BS EN, etc). Knowledge of RF and International regulations for hazardous facilities is required in particular.
- Specific design requirements, as they are provided in relevant corporate standards, for the structural equipment to be in compliance with Sakhalin Island environmental conditions.
- Civil and structural engineering with ability of preparing and interpretation of engineering drawings and construction procedures.
- Civil and structural equipment design, installation, modification and repair methods;
- Basics of organisation of plant design and project execution;
- language: fluent in Russian and conversant in oral and written English.
