Senior Mechanical Engineer
General Information:
Sakhalin Energy Investment Company Ltd. (Sakhalin Energy) is the operator of the Sakhalin-2 project under a Production Sharing Agreement with the Russian Federation. The company was formed in 1994 to develop the Piltun-Astokhskoye oil field and the Lunskoye gas field in the Sea of Okhotsk offshore Sakhalin Island in the Russian Far East.
Sakhalin Energy is a unique partnership drawing upon global oil and LNG expertise and experience.
Under the shareholding structure of Sakhalin Energy, Gazprom holds 50% plus 1 share, Shell 27.5%, Mitsui 12.5% and Mitsubishi 10%.
Location: RF, Yuzhno-Sakhalinsk.

Reporting line: Discipline Lead Rotating & Static Equipment
Job responsibilities include, but not limited to:
•Perform as engineering and maintenance Technical Authority (as delegated) for all issues related to static equipment. Responsibilities are defined in company Manual of Technical Authority;
•Develop pan asset Maintenance Strategies and Procedures for static equipment and systems in compliance with Russian Regulations and SEIC adopted Standards (including Shell and International standards);
•Ensure implementation of approved strategies and procedures across all company assets;
•Review and improve existing strategies and procedures in timely manner as per latest technical and maintenance requirements;
•Support implementation of SAP Maintenance Programs, including Campaign programs, in order to ensure Integrity, Safe and Reliable Operation and maximum availability of the facilities;
•Identify spare parts and consumables required for reliable operation of the SEIC static equipment and systems and raise Material Master requests for such;
•Review the Quality of Execution of maintenance activities such that Preventive Maintenance; Inspections and Corrective Maintenance job routines are executed in accordance with the agreed work management plans at World-class Standards;
•Continuously communicate company requirements for World-class Standards to the engineering and maintenance personnel on assets;
•Support development of annual budgets for execution of Preventive and Predictive Maintenance Programs and a contingency for unplanned maintenance;
•Develop detailed equipment Inspection and Testing Procedures and ensure that Testing and Certification of equipment is carried out in compliance with Russian Regulations and SEIC Standards;
•Maintain Technical Interfaces and Supervision of Manufacturers, Contractors, ABS, RTN inspectors;
•Effectively Manage and Control Inventory of Materials and Spare Parts, ensure that Spare Parts and Material Purchase Orders have been prepared in time in SAP and monitor that Materials are supplied well in advance of the scheduled execution.
Experience and Qualifications required:
•Higher professional education in Mechanical Engineering;
•The minimal previous work experience under the speciality shall be 10 years directly relevant experience;
•Regulatory and procedural materials for static equipment; including RF regulations. Knowledge of RF and International regulations for hazardous facilities is required in particular;
•International regulations, codes and standards (certifying bodies, ISO, ASTM, ASME, BS EN, ABS, etc  ;
•Design, operating principle and specifications of static equipment;
•Typical failure modes and troubleshooting procedures;
•Root cause analysis (RCA) basics (Apollo RCA methodology, etc.);
•Knowledge of mechanical and material science/engineering;
•Static equipment installation, adjustment, modification and repair methods;
•SEIC SAP PM system, as it applies to the requirements of the position;
•Organisation of process plant maintenance, engineering design and project execution;
•English: verbal and written.
