General Information:
Sakhalin Energy Investment Company Ltd. (Sakhalin Energy) is the operator of the Sakhalin-2 project under a Production Sharing Agreement with the Russian Federation. The company was formed in 1994 to develop the Piltun-Astokhskoye oil field and the Lunskoye gas field in the Sea of Okhotsk offshore Sakhalin Island in the Russian Far East.
Sakhalin Energy is a unique partnership drawing upon global oil and LNG expertise and experience.
Under the shareholding structure of Sakhalin Energy, Gazprom holds 50% plus 1 share, Shell 27.5%, Mitsui 12.5% and Mitsubishi 10%.
Location: RF, Sakhalin Offshore.
Type of position: permanent, rotation 28x28
Reporting line: QA/QC Manager
Dimensions:
- the Offshore QA/QC Engineer shall perform a key role within Offshore Projects group;
- the primary role is to ensure all project works at offshore platforms are carried out in accordance with the project specifications, national standards, drawings and procedures
Job responsibilities include, but not limited to:
- implementation of engineering design job packs, compilation and preparation for handover to commissioning;
- coordination of all QA/QC activities e.g. Inspection and NDE, PWHT, piping pressure tests, final inspection and punch listing activities;
- compile and maintain the Job Packs, ensuring that all the required reports/certification is progressively generated and captured;
- maintain comprehensive records of all as-built drawings, test certification and pre-commissioning procedures;
- provide technical input to ensure technical completeness and integrity of constructed facilities;
- participate in Asset HSE Programmes (STOP/Audit/Incident Review);
- capture and report project quality performance and where necessary make recommendations for areas of improvement;
- co-ordinate the timely close-out of audit action items (levels 2 & 3) if required;
- develop the capabilities of local Russian staff and contractors.
Experience and Qualifications required:
- higher education in Mechanical / Electrical Engineering with additional training in Quality Systems and Control;
- special education and skills in the field of inspection practices and methods;
- 6 + years of QA/QC experience in Oil & Gas industry with major brown-field offshore construction environment, concurrent with Production operations;
- knowledge of all the aspects of mechanical equipment engineering support at offshore facilities;
- knowledge of the Russian industrial occupational safety requirements (Federal Service for Environmental, Technological and Nuclear Supervision);
- knowledge of the quality assurance standard (ISO 9001-2000), knowledge of quality control application fields, practices and methods;
- knowledge of technical aspects of non-destructive testing;
- work completion management software (e.g. Thule);
- knowledge of the Russian industrial requirements (Federal Committee for Mining and Industrial Supervision (GGTN)), certification by GGTN;
- language: fluent in Russian and conversant in oral and written English.
