JOB TITLE: DEPUTY Services Manager Onshore
Location of the Job: MOSCOW
JOB DIMENSIONS: Deputy Services Manager is responsible for supporting Onshore Services Manager during all service activities related Onshore Project.
ACTIVITIES:
Deputy Services Manager is acting in the in the performance of the latter duties, i.e. in the responsibility to develop and implement the Onshore Project Management and Control System, with an Acting as Deputy, he will then be co-responsible for the activities relative to services to the Onshore Project, His is responsible for all activities relative to services to the Onshore Project, in particular are as follow:
Contract/Procurement
• Several large EPC contracts are to be prepared during the FEED phase, including elaboration and launching of the tenders for the different work packages, negotiation of the EPC contracts, participation to the preparation of the Recommendations to Award. After signature of the contracts, preparation and negotiation of the Change Orders , as required. Long Lead Items will be identified and addressed during the FEED Phase.
Cost Control and Estimating
• Overall and annual offshore budget, as required by Management. Efficient system to be implemented to closely monitor commitments and expenditures. In particular, OPS (Order for a Partner services) will be closely monitored to facilitate their approval by SDAG.
Scheduling and progress control
• Preparation and monitoring of the overall onshore planning; targets will be defined and achievements will be monitored.
Project reporting
• Implementation of a reporting system as required by management, including particularly weekly and Monthly Reports.
Human resources administration
• Implementation of an efficient management system for the mobilisation/demobilisation and administration of human resources.
Internal Methods and organisation
• Implementation of an Offshore Project Management and Control System including internal Project Procedures based on Reference Documents signed by Partners and declined from upper SDAG procedures.
And:
• He will also participate to the management of team subordinates and will have to contribute to the achievement of the Project planned production start-up date.
Manage the IT and Administrative activities in Paris office with offshore services manager deputy.
CONTEXT AND ENVIRONMENT:
• Deputy Services Manager is integrated into SDAG Project Organization purposely created to develop the gas field.
• Deputy Services Manager works in a multicultural environment (3 main nationalities: Russian, French, and Norwegian).
• Deputy Services Manager is based in SDag office Paris and directly reports to the Onshore Services Manager
• Deputy Services Manager has to travel to Moscow, St. Petersburg or abroad in the frame of his job.
Deputy Services Manager has to interface permanently with SDag Onshore, Offshore projects, HSEQ, Contracts, and Security Departments in Moscow and with the SDag office in Murmansk. He has to liaise with local authorities, to use the personal knowledge of local conditions and key persons (Murmansk region).
ACCOUNTABILITIES:
• Deputy Services Manager is accountable to organize his job in full respect and within the limit of defined and approved planning & budgets.
• Co-accountable for all the documentation related to Contract Management, Cost and Budget, Scheduling, Internal Procedure…
• Co-accountable for appropriate weekly and Monthly Reports
Deputy Services Manager is accountable to have good relationships with other departments.
Deputy Services Manager is accountable to work in team spirit.
QUALIFICATIONS / EXPERIENCE REQUIRED:
• 10-15 years mini in oil & gas projects at similar position.
• Experienced in Construction Contract negotiations and management of large offshore Oil & Gas projects. Perfect understanding of the Contractual relationships between Company and all Contractors (FEED, EPC, LLI, Early contract, etc….) and ability to communicate with partners and local authorities. Perfect understanding and knowledge of the contractual relationships between Total S.A. and its partners within the “Operating Company”.
• Senior experience, Engineer level or equivalent.
• Fluent English mandatory. Russian favourable.
