JOB TITLE: CIVIL & STRUCTURE ENGINEER
Location of the Job: YOKOHAMA
JOB DIMENSIONS:
• Provide technical leadership to discipline from initial studies through to plant Start-up for the onshore project.
• Technical responsibility for all matters related to civil works and buildings activities including surveys (topographical and geotechnical) of all plant and supporting areas (camps, offices, service harbour, port…).
• The supervision, control and co-ordination of Engineering Design activities in his domain, with respect to the FEED and Detailed engineering ensuring safety, operability, maintainability of the plant, and overall Project objectives
onshore plant featuring 600 MW combined cycle power generation and largest LNG train built worldwide. Modularised concept for large part of the plant, difficult site, requiring high competency in soil improvement technics, site preparation, surveys, civil design and installation, large racks installation and other elements part of the onshore plant.
ACTIVITIES:
• Ultimate technical authority within discipline for the onshore project.
• Develop and make sure that long-term strategies, philosophies and goals for the discipline within the project are implemented.
• Ensure that the civil parts of the project are engineered with proven solutions to the required safety, quality and operability standards.
• Ensure adequate planning and technical content of the survey program in line with Survey Manager requirement.
• Ensure that Contractors’ resources and organisation are adequate and competent for achieving the engineering works.
• Monitor the progress of the related discipline Engineering Design activities performed by the Contractor and comment/approve the progress figures and supporting documents issued by the Contractor.
• Check the engineering documents developed by the Contractor, and timely give comments and/or approval, in accordance with the Project procedures and requirements. Answer Contractor queries - Promote innovative solutions - control deviations
• Liaise with the other Lead Engineers for co-ordination of technical aspects related to equipment and piping layouts, structural design and Packaged Units
• Leader for technical aspects in its discipline in the evaluation and technical recommendation of main contracts and more specifically site preparation works, marine works, surveys, EPC’s construction work plan and more specifically civil works.
• Ensure that the contracts are evaluated within Russian context, market survey adequately performed, prepared and executed in order to meet the overall projects requirements.
• Review, analyse and approve technical documents prepared by contractors, sub-contractors and suppliers in order to ensure compliance to all technical requirements affecting the discipline. Responsible for all discipline documents quality.
• As Technical expert, provide Engineering guidance to site preparation package Manager, also promote and develop links with General Designer and other local groups and actively participate in technology transfer.
CONTEXT AND ENVIRONMENT:
• The project is one of the biggest Gas project in the world today and is technically a complex project. It is located in a difficult environment in the Barents sea. The project is managed by an OPCO made with 3 different companies with 3 different Nationalities. Two languages have to be used in the day to day activities Russian and English. Due to the location of the FEED contractors the activities to be managed are scattered in different countries .
• Work within OPCO organisation (SDag) providing full technical leadership for the discipline.
• Work locations will be varied and will change as the project develops. Significant mobility required.
• One of the largest plant worldwide, also one of largest site preparation works and breakwater works in difficult environment
ACCOUNTABILITIES:
• Supervision, control and co-ordination of Civil Engineering Design activities with respect to the safety, operability, maintainability and overall Project objectives (Schedule, Quality, budget).
• Control and application of the special normative requirements (both Russian and International) to ensure the correct behaviour of the civil elements and the adequacy with project objective to maximise local content.
• Guidance of FEED contractor for specific solutions linked to local context and soil conditions, that shall result in endorsement and expertise approval. Surveys organisation within time frame.
• Good and effective communication with other disciplines and contractors to minimized the interface problems
Contributory influence on overall project budget estimated at $10 G with direct shared impact on estimated $ 1G.
QUALIFICATIONS / EXPERIENCE REQUIRED:
• Chartered Engineer or similar education level.
• 15 to 20 years experience in Oil and Gas related Engineering design areas for civil works on large projects.
• Experience in large plant built in modular concept or offshore installations and in particular soil conditions.
• Good knowledge of English, Knowledge of Russian Language considered an advantage
Knowledge of project development in Russia and methods used to submit dossier to state expertise, permitting process, technical approval, Russian Federation norms and standards, restricted equipment design when Russian content maximised,…are all either an advantage or to progressively acknowledge and incorporate.
