QA/QC Site Manager

Responsibilities:

* Managing the Site QA / QC activities;
* Participate in the development of quality related plans and procedures for Site activities;
* Participate in review of project reference documentation for construction to verify compliance with the Project quality requirements;
* Manage the Site Quality Organization (i.e., the Welding Engineer, Insulating & Coating Engineer and Inspectors), perform supervisory functions and exercise the technical & financial authority established for the position;
* Report on Site quality matters to the Site Construction Manager, liaise functionally with the Project QA/QC Manager and maintain those functions fully abreast of any quality issues and areas of concern;
* Develop and maintain a Data Base for quality assurance and control activities at Site;
* Develop and maintain Performance Indicators and prepare weekly, monthly reports, and write the corresponding narratives;
* Ensure the Construction Contractor (Suppliers and Subcontractors) develop and implement Quality systems commensurate with the Contract requirements;
* Review critical documentation produced by the Construction Contractor (e.g., Inspection and Test Plans, Method Statements), and advise on “fitness for purpose” including Site Surveillance Schedule and/or compliance audits;
* Conduct visits, surveillance activities and/or audits at the Site Works as per schedule or, as and when required;
* Participate in the review of Site deviations related to quality issues and provide recommendations on the matter;
* Monitor progress of the Construction Contractor (and Subcontractors) to make sure Test Packs are released on time and within the required priorities in respect of the Commissioning and Start Up schedule;
* Review final documentation produced by Construction Contractor and advise accordingly .

Requirements:

* Graduate Engineer (B.Sc), preferable in Metallurgy & Materials Engineering, with in-depth knowledge of Quality Management Systems (i.e., ISO 9001) and its synergies with HSE Management Systems (i.e., ISO 1400 and OHSAS 1800) for medium/large construction Programs;
* Basic Trade Qualifications: 1) Welding: Senior Welding Inspector-CSWIP 3.2 [Preferable]; 2) NDT: ASNT Level II for RT, UT, PT and DP[Preferable]; 3) Corrosion Protection: CSWIP Coating & Painting Inspector [Preferable]; Auditing : IRCA Certified[Required];
* At least 15 years proved experience in QA/QC aspects (engineering, procurement and construction) with large oil and gas projects with minimum 10 years within the O&G international construction environment. Experience of safety supervision in construction activities;
* Good communication, supervisory and team working skills with ability to establish successfully bridges across cultures;
* Fluent in English (speaking and writing);
* Ability to work on rotation basis..
