This position is based in Moscow, Russia. The Operational Safety Engineer will be involved in an Operator’s project.
Activities:
• Assist the Phase 3 HSE manager and the Site HSE Manager in preparation of SIMOPS Procedures, Bridging Documents and Construction Risk Assessments.
• Manage allocated programmes of work from the Operational Safety section of the annual plan
• Provide support to Site Project team regarding the use of Synergi for incident reporting and analysis & statistical reporting
• Ensure the Synergi database is maintained and developed, whilst also ensuring quality of project data
• Perform analysis of the data from audits and incidents to establish trends and identify problem areas to allow risk based planning of audits and relevant campaigns
• Review HSE Training programmes for main project Contractors and assist in their ongoing development
• Participate in operational safety awareness communication actions
• Revision of contractors procedures to assess compliance with the HSE project requirements through review within Prodom and throughout term of contract by performing audits
• Participation in the tender process for HSE assessment of bidders
• Performance of qualification audits of Contractors for the Occupational Health, Safety and Environment performance assessment and preparation of recommendations for improvements
• Assist the Phase 3 HSE Manager in developing and revising the Projects HSE Management System
• Primary point of contact for the capturing and analysis of HSE data and producing reports and presentations
• Coordinate with Site’s Project HSE Team and other relevant site contacts and assist as required on all Operational Safety matters
• Monitor contractor safety performance in-line with set KPI’s and liaise with contractors to develop safety improvement plans
• Assist with internal and external audits as per the annual schedule and with the development and review of Project documentation and procedures
• Follow up changes in the HSE National Regulation and ensure its implementation in all Project activities
• Participate as necessary, in HSE meetings at Project management level and on sites.
• Perform an Emergency Response function as Duty Officer.
• Maintain a high awareness of industry and professional best practice through networking, reading professional journals.

Qualifications and Experience required:
• Graduate engineer with minimum 5-7 years experience in the oil and gas industry.
• Fluent in English (speaking and writing)
• Fluent Russian is mandatory.
• Good communication skills, able to work in a multicultural environment.
