Requirements:
10 or more years of experience within a HSE Management System.
Experience as a Project HSE Officer.
Written and spoken Russian + English.
University degree or equivalent.
Work experience on Similar Projects.
Previous experience in Oil & Gas industry.
Job duties:
Permanent field attendance.
Operates as a Safety Advisor to the General Contractor’s Site HSE Manager regarding the Construction activities.
Monitors the Site HSE Conditions and gives adequate recommendations to the General Contractor’s Site HSE Manager for the continuous improvement of the Site HSE Conditions.
All recommendations from SERVICE PROVIDER’s HSE Advisor shall go through a process of validation by General Contractor’s Site HSE Manager.
The input of SERVICE PROVIDER’s HSE Advisor shall include but not be limited to:
Monitoring of the implementation of HSE Management Systems by the (EP)© Sub-Contractors and their lower tiers on site:
Risk Assessment and JSA Issuing
Permit to Work System
HSE Training Programs
Field Supervision
Incident Investigation
Emergency Management
HSE Communication and Propaganda
Environmental Protection and Waste management
HSE Audit and HSE Management System Review
Compliance with Russian Regulation
Participating to Incident Investigation Committees and support in the implementation of Root Cause Analysis for the adequate decisions of Corrective Actions by (EP)© Sub-Contractors and their lower tiers, under the validation by General Contractor’s Site HSE Manager.
Participating to the necessary Site HSE Meetings and Site HSE Committees, as instructed by General Contractor’s Site HSE Manager and for supporting General Contractor’s HSE Manager. All input given by SERVICE PROVIDER’s Site HSE advisor in these meetings and Committees shall be under the control of the General Contractor’s Site HSE Manager who remains responsible for signing-off all Minutes of Meetings.
Has authority for suspending works where deemed necessary by SERVICE PROVIDER because of the presence of unsafe acts or unsafe conditions, requiring a correction of the said conditions by (EPC)© Sub-Contractors and their sub tiers.
Conditions:
Temporary contract till 2019. To be confirmed for further years.
Location: Site, Svobodniy.
Rotation schedule (TBC, 8/2 or 6/2 weeks).
Official labor contract, salary payments twice a month.
Accommodation and transportation provided on site.
VMI, Risk Insurance.
Indexation of salaries.
