Our client one of the biggest international oil and gas company.
Activities:
The job holder will guarantee the quality of purchasing and supply in terms of quality, delivery time and costs and in conformity with the operational and functional entities’ requests, and in relation with the latter, will negotiate the commercial terms of the procurements. He will prospect, evaluate and negotiate with the suppliers for the purchasing activities:
Analyze the procurement demands expressed by internal customers.
Participate to the finalizing of the statement of requirements.
Determine and negotiate the commercial conditions which best serve the company’s interests.
Propose the list of suppliers.
Prepare and send out the Request for Quotation and/or Call For Tender (duet).
Analyze the propositions, participate to the clarifications and to the negotiations, establish the choice recommendation. Issue the contractual documents according to the Group’s General Conditions of procurement, by ensuring the conformity with the regulations which may be applicable.
Intervene in the settlement of law suits in relation with the juridical, insurance and financial Department.
Follow and know the markets, participate to the follow-up, and the evaluation of the suppliers and contractors.
Expedite the PO till the delivery on site (good receipt issued) to trace it at anytime for informing the end users.
Apply all Company and HSE Rules, Procedures, Ethic group and Instructions in the performance of his task.
Develop and improve knowledge of existing and future market conditions.
Participate to the suppliers’ management system.
Participate in the negotiations to resolve supplier claims in order to reduce Company exposure to additional costs.
Ensure that all potential suppliers operate appropriate systems and practices to enable them to comply with Company quality, safety and environmental requirements.
Perform all procurement activities in compliance with Company policies, procedures and Russian legislation in order to minimize any potential partner/audit claims.
Ensure Category Management function.
Manage the duet meeting and ensure a reliable duet reporting.
Prepare weekly report on its procurement activities.
Requirements:
Chartered engineer or similar education level with minimum 2 years experience in Oil & Gas industry and Construction (upstream / Pipeline / technical position).
Strong communication skills necessary for a range of complex internal and external negotiations.
Fluent in English (speaking and writing), French is a plus.
Minimum knowledge of computer and common business software as SAP/R3.
