Oil and gas company (our client) is looking for Telecommunications Specialist.
This role requires a general knowledge of project management fundamentals and significant relevant major capital project experience. Experience working in a multidiscipline team environment is desired since responsibilities will impact nearly all functional disciplines on the project, including project contractors. Familiarity with Russian construction practices is required to effectively communicate with technical, operations and project control functions on the project team and with contractor representatives outside the team. Candidate should have strong leadership skills and be capable of developing collaborative relationships in an atmosphere of openness, trust and support.
Specific responsibilities will include:
• Management and monitoring of Telecommunications Contractor.
• Review of Telecommunications contractor detail design documentation and providing design comments
• Coordinating review of documentation and comments with CPC specialists, RDI personnel and construction contractors. Participation in group design reviews may also be necessary.
• Coordinating data needs for telecommunications and other involved parties as above.
• Participation in Factory Acceptance Testing, Integrated Acceptance Testing and monthly meetings as required.
• Monitoring of construction and installation activities of telecommunications systems
• Participate in “mechanical completion” activities of telecommunications systems, Site Acceptance testing, and assistance in Client turnover of the systems.
• Facilitate collaboration among different functional disciplines within the project team as well as project contractors and CPC representatives to progress emerging and on-going interface issues relating to the telecommunications scopes of work.
• Work with RIMS coordinator to maintain an interface register to effectively track/monitor progress of interfaces relating to the CS&C scopes of work. Ensure that all affected documentation is correctly updated in accordance with project procedures prior to close-out of project interfaces.
• Follow – up with project team members on actions necessary to progress contractor interfaces to timely closure
• Maintain/manage an action list of issues to be resolved.
• Follow and implement safe work practices through personal commitment to an Incident & Injury Free (IIF) culture.
• Comply and promote compliance with company and project specific processes and procedures to ensure successful outcomes.
• Frequent domestic and foreign travel may be required.
Job Qualifications
• Minimum fifteen (15) years engineering and construction experience in telecommunications, including combined management and engineering level experience.
• Experience working in complex multidiscipline projects with EPC contractors in Russia will be a plus.
• Systems integration knowledge. Minimum of ten (10) years experience directly designing and/or managing: Cisco networks, telephone PABX, microwave and WiFi & SCADA telemetry, Outside Plant and Building Inside Cabling systems, telecom facilities inside hazardous areas, Wide Area Network (OTN a plus).
• Must be familiar with Russian codes & regulations related to telecommunication systems in oil and gas environments; experience with Russian and Kazakh design institutes a plus
• Project experience with telecommunication system integrators including conducting Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT) is desirable.
• Technical knowledge of SCADA and control systems is beneficial.
• Demonstrated ability to achieve desired results by encouraging and supporting the contributions of others
• Possession of required knowledge, skills and experience to work effectively with others throughout the organization.
• Able to speak and write clearly and succinctly in a variety of settings and styles. Must have strong persuasion skills to work with team members based in different geographical locations. Must be able to communicate with management and technical teams. Knowledge and communications skills in English and Russian languages are necessary.
• Self-starter with strong ability to proactively manage advanced tasks and processes. Must be able to set priorities and schedule work activities based on project needs.
• Computer skills in Microsoft Windows environment using Microsoft Applications; ability to utilize Project’s computerized communication, reporting and document management systems
