The Company:
Our client is a major Oil & Gas operator, active worldwide working to meet the world's growing demand for energy by exploring for oil and natural gas, refining and marketing gasoline, producing chemicals and researching renewable technologies.
The Role:
The Controls System & Communications Supervisor is responsible for the following scope at 3 existing (system upgrades) and 8 new pump stations in the Russian Federation:
• Telecommunications
• SCADA
• Integrated Pipeline Security Systems
• Local Control systems
Job Description Responsibilities
• Position to manage / supervise installation of CS&C equipment and systems, all under lump sum contract(s), integrating control of pump stations into the overall system.
• At new pump stations, Position will be working in construction areas under control of Project Management companies.
• At MLBVs, Position will be working in un-attended operating facilities.
• Review, advise and concur with Contractor’s work execution planning, releasing / initiating packages of work in keeping with schedule requirements.
• Review Contractors work, equipment and labor resource planning vis-à-vis schedule, ensuring adequate numbers, condition and capability/competence.
• Ensure safety of Contractor’s work activities with regard to workers, and avoiding impacts to project progress, completed works and existing Operating facilities.
• Ensure constructed works conform to design document and specifications.
• Ensure that quality of finished works and documentation meet requirements of Russian Federation.
Primary Job Duties
• Work pack planning, preparation and work release, and acceptance of completed works.
• Daily compliance with Operations and Project Permit to Work system in keeping with, ‘brown field’ area designation and simultaneous operation.
• Ensure Contractors and sub-contractors are working at all times to latest design documents / drawings.
• Attend or conduct weekly contract / project progress meetings, ensuring adequate minutes of meetings are kept.
• Address RFI/RFC from Contractor.
• Raise and issue Instructions to Contractor as needed.
• Document Contract issues that could lead to claims.
• Walkabouts for Safety/IIF performance/compliance.
• Schedule / participate in Management IIF Walkabouts for Worker engagement.
• Coordinate / ensure QA inspections / welding examination and preparation of documentation.
• Be familiar with and ensure conformance with Project written policies, plans and procedures.
• Conduct Construction walk-downs with Contractors to confirm completion of work packs and systems / sub-systems; develop and clear punch-lists.
• Drive turnover of completed systems, and supporting documentation.
Essential Skills / Qualifications:
• Minimum ten (10) years previous Construction project experience in telecommunications, control systems and SCADA.
• Must be FLUENT IN BOTH RUSSIAN AND ENGLISH.
• MUST BE ELIGIBLE TO WORK IN THE RUSSIAN FEDERATION.
