This position is based in China. Fabrication leader will be involved in a major Oil & Gas operator’s project.
Activities:
• Conduct all activities in a safe and efficient manner in accordance with the company’s policies and procedures. Ensuring the welfare of personnel and the protection of assets and the environment at all times.
• Demonstrate visible leadership and commitment to excellent HSE performance in support of the Module Yard Representatives accountabilities.
• Assist in Championing the HSE effort in the Fabrication Yards ensuring the full implementation of HSE plans and procedures.
• Participate in the organization’s safety initiatives.
• Lead Company multi-discipline team ensuring coordination of interfaces between Company construction team, Contractor and Fabrication Contractor.
• Provide company construction management and oversight of Fabrication contractor activities to achieve completion of the scope of work and pre-commissioning / commissioning objectives for the Modules at the fabrication yard (i.e. Contractor Fabrication contractor completes scope of work).
• Actively participate as a member of the Module delivery team to assist in setting clear direction and communicate delivery expectations to the Company site discipline construction team, Contractor and Sub-Contractor in areas such as HSE, quality, schedule & cost.
• Ensure that the engineering process delivers sound design and quality deliverables for construction; lead/participate in constructability reviews and initiatives to design-in good construction practice and design-out weaknesses during detailed design.
• Ensure that the Fabrication contractor has a robust execution plan for module fabrication, pre-commissioning, commissioning, load-out and hand-over.
• Ensure that effective Management of Change process is in place by Contractor and Sub-contractor.
• Work with engineering and fabrication teams for the review and approval of all Contractor deliverables for engineering and construction. Ensuring specification and Code compliance and the deliverables schedule is maintained.
• Identify and highlight any risks opportunities or threats that may have a favorable or adverse impact on module delivery within project cost, quality or schedule objectives. Assist in the development and implementation of contingency plans as appropriate to maintain performance objectives.
• Develop and update weekly/monthly performance management reporting to monitor progress on key performance indicators (KPI’S) & critically analyze data.
• Provide input and support to contract administration including assessment and approval of variations, management of change, coordination of vendor and specialist contractor support and any other aspects to ensure successful implementation of the contract.
• Support the review and swift resolution of Site Queries and Technical deviation requests.
• Monitor and report on fabrication construction progress
• Ensure that project objectives are achieved and are in accordance with Company and Statutory requirements.
• To ensure that all construction aspects of the project on site are supervised in a safe and efficient manner.
• To provide input for lessons learned
• Promote strong working relationships, within the LNG Plant team to present a cohesive interface with other key aspects of the project such as Construction, Engineering, Project Services and Contracts.
• Promote effective team working, a performance bias, make wise decisions, innovate to find solutions and with good fabrication construction insights.
• Resolve conflicts, disputes, disagreements, etc. in a timely and efficient manner.
• Create a healthy work environment supporting and coaching team members and contractor personnel as required.
• Supervise the module multi-discipline construction group to timely completion within approved budget while achieving the required quality, HSE and environment standards.
• Assist in Management of personnel assigned to the Fabrication team. Promote a teamwork environment.
• Proactively adhere to and promote the Company workplace values and behaviors exercising tolerance and respect for diversity.
• Actively foster a team work approach within the LNG Plant team.
• Encourage the development of joint Contractor/Company team effort aimed at achieving project objectives.
Context and environment:

Qualifications and Experience required:
• Tertiary qualification in engineering or 10 years documented experience in engineering of Oil / Gas facilities, with minimum 5 years in senior roles..
• Extensive fabrication leadership experience in fabrication and construction of onshore/offshore projects.
• Extensive (10+ years) multidiscipline supervisory experience in fabrication and construction of onshore/offshore projects, including direct exposure to disciplines such as structural, piping, E&I, coating, Insulation, scaffolding, welding, testing etc.
• Minimum 15 years broad experience in mechanical and fabrication engineering, sound understanding of static and rotating equipment used in oil & gas modular projects.
• Minimum 10 years in a supervisory role, supervising five individuals or more
• Minimum 5 years experience working in module yards or with similar environment, ideally in SE Asia.
• Demonstrable Module Construction experience
• Worldwide experience with Contractors and Vendors in particular those involved in the construction of offshore facilities
• Team player.
• Excellent verbal and written communication skills fluent in both written and spoken English.
• Highly organized, self motivated results orientated person.
