JOB DIMENSIONS
Methodology and development of rules and instructions in logistics to match Company standards
OSL - Operation Safety Leader and Competent Person for Lifting Operations
Act as a technical advisor of handling and lifting service.
Promote safe handling & lifting operation referring to Company Health Security Environment (HSE) policy and international standard.
Manage handling and lifting and cargo personnel.
Planning and reporting in logistics (optimization of process)
Safety improvement in logistics
Budget fulfillment & contracts coordination
ACTIVITIES
Logistics operations:
- Responsible for the development of rules and instruction for the logistics operations
- Responsible for every month planning of operations and implementation of plans
- Responsible for every month implementation of the budget and reporting to cost control department, coordinator with cost controller for the reposts and provision of necessary information
- Responsible of the works implementation in respect of contractual negotiations
- Responsible for the contract and tender preparation technician assistant to Departments
- Responsible for HSE reporting and fulfillment of company requirements
- Responsible for all reports in logistics department that take place on the daily, weekly and monthly bases
- Responsible for the road permits which has to be taken from Lukoil for Company vehicles
- Responsible for all vehicles Company and contractors inspection to be done by independent company once a year
- Creates annual schedule for the every year trainings of logistics stuff and insure that people have necessary permits for the works
- Creates the schedule of vacations and days off for Logistics
- Ensures that the company rules, procedures and instructions for the supply chain management are followed up.
- Coordinator with Department contract specialist in respect of technical issues. (30 contracts in Logistics)
- Responsible for HSE meetings with transportation companies.
- Promote safe handling & lifting operation referring to Company HSE policy and international standard.
- Assess handling & lifting organization.
- Review engineering calculation for complex & complicated lifts
- Approve complicated and complex lift plan and attend the lifts.
- Perform condition check and fitness for purpose on lifting appliances, CCUs, and evaluate their utilization on site (in coordination with Inspections Department).
- Provide lifting and handling expertise advice to all RSES.
- Conduct annual reviews in handling and lifting.
- Participate in all handling and lifting audits in affiliate.
- Report HIPO, and incidents to HQ.
- Provide expertise in day to day handling and lifting activities on site, which include: categorizing lifts, hazard identifications and risk assessment, technical review (lifting procedures and organizations), selection of equipment/suitability of contractors’ equipment, toolbox talk, post-job debriefing, and assessment of completed job.
- Periodically review and re-issued generic lift plans.
- Assessment of competence and proposal of improvement for personnel involved in handling and lifting operations.
- Participate in the development of training plan for users up to required competence in cooperation with Headquarters
- On site, coaching and mentoring for personnel involved in handling and lifting operations.
- Review current system and standard of equipment’s maintenance with regards to cost effectiveness.
- Develop and maintain up to date subsidiary’s handling and lifting procedures/instructions and ensure they are well understood and applied.
- Contribute from experience via REX+, monthly reporting to Headquarters.
HSE related items:
- Ensures that all the Local &Company HSE rules and regulations are respected and non conformities reported
- Ensures that all ISO 14001 objectives for Environmental protection are respected and improvements issued
- Promotes Safe Handling practices, continuously train & coach staff to improve their work skills & increase their overall Health & Safety awareness.
- Ensure that all hoisting and lifting operations are assessed as per CR and that lifting gears and material has been inspected as per SI
- Significant workload due to strict and heavy local requirements and regulations;
- Operations carried out in a sensitive environment.
ACCOUNTABILITIES
- Reach the highest possible level of quality (safety, punctuality, accountability, and performance) on the subsidiary’s logistics activities in Kharyaga and Usinsk within the budget assigned.
- Material choice
- Approve complicated and complex lift plan
- Validate the certification of the lifting equipment
- Operational decision
- Participation in the choice of contractors and providers for lifting operations
PROFILE/ QUALIFICATIONS / EXPERIENCE REQUIRED
- Bachelors’ Degree in Logistics, Engineering, Oil and Gas, or Systems;
- Minimum of 2 years of logistical experience (preferably with a Western Oil & Gas company);
- Proficiency in management of human resources and material resources;
- Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook), SAP and ERP;
- Fluency in English and Russian languages, good writing skills; knowledge of the French language will be a plus.-
