This position is based in Russia, Moscow. Project Operational Safety Leader (Drilling) will be involved in a major Oil & Gas operator’s project.
Activities:
• The definition and implementation of an effective project HSE policy and work plan – covering protection of personnel, care for the environment and preservation of installations
• All operational aspects of HSE from construction to start up of operations on several production pads and a stop flaring project on the Central Production Facility (construction on CPF is temporarily on hold)
• Coordination with site teams on HSE matters, including reporting, analysis of incidents and SIMOPS preparation
• HSE management of project contractors during pre-selection, selection and contract phases.
• Actively contribute to site risk management to allow safe construction works, especially for simultaneous operations, in close cooperation with Operations and Drilling teams
• Liaise closely with contractors to ensure adequate safety performance and satisfactory working practices
• Take part in HSE audits, studies and risk assessments undertaken for the selection of contractors, the execution of works and the future operation of the facilities
• Contribute to drafting of reference project HSE documents (rules, specifications, procedures)
• Ensure that project HSE policy and both internal and regulatory reference documents are understood and applied during construction works. Take part in HSE Committee meetings.
• Lead or facilitate project related incident, accident and anomaly investigations. Ensure follow up of resulting action plans
• Participate in preparation of crisis and safety management systems, check their efficient application
• Assist in definition, monitoring and execution of training plans and courses for personnel

Qualifications and Experience required:
• Graduate specialist with minimum 7 years experience in the oil and gas industries.
• At least 4 years experience on Construction Projects
• Fluent in English (speaking and writing)
• Good communication skills, able to work in a multicultural environment.
