Responsibilities Perform as engineering and maintenance Technical Authority (as delegated) for all issues related to static equipment. Responsibilities are defined in company Manual of Technical Authority. Develop pan asset Maintenance Strategies and Procedures for static equipment and systems in compliance with Russian Regulations and SEIC adopted Standards (including Shell and International standards). Ensure implementation of approved strategies and procedures across all company assets. Review and improve existing strategies and procedures in timely manner as per latest technical and maintenance requirements. Support implementation of SAP Maintenance Programs, including Campaign programs, in order to ensure Integrity, Safe and Reliable Operation and maximum availability of the facilities. Identify spare parts and consumables required for reliable operation of the SEIC static equipment and systems and raise Material Master requests for such. Review the Quality of Execution of maintenance activities such that Preventive Maintenance, Inspections and Corrective Maintenance job routines are executed in accordance with the agreed work management plans at World-class Standards. Continuously communicate company requirements for World-class Standards to the engineering and maintenance personnel on assets. Support development of annual budgets for execution of Preventive and Predictive Maintenance Programs and a contingency for unplanned maintenance. Develop detailed equipment Inspection and Testing Procedures and ensure that Testing and Certification of equipment is carried out in compliance with Russian Regulations and SEIC Standards. Maintain Technical Interfaces and Supervision of Manufacturers, Contractors, ABS, RTN inspectors. Effectively Manage and Control Inventory of Materials and Spare Parts, ensure that Spare Parts and Material Purchase Orders have been prepared in time in SAP and monitor that Materials are supplied well in advance of the scheduled execution. Carry out Troubleshooting / Inspection to establish root causes of failure (RCFA) and prepare Corrective Maintenance plans and detailed schedules, including materials and manpower resources. Propose and develop in cooperation with Reliability Group reliability and safety improvement projects for assets. Support agreed design upgrades of Static Equipment and systems. Ensure that Change Control Procedures and relevant Standards are followed for any changes executed. Assist in development and review of Engineering Design proposals, Studies, drawings and documentation. Provide technical support for commissioning activities of Upgrade Projects as required. Check design As Build Drawings and provide input into Livelink via Document Control administration. Ensure key drawings and documentation are kept up date within TA role. Make recommendations for improvements of SAP Maintenance system and SAP Warehouse system. Prepare and check documentation as related to repair and maintenance of static equipment; Provide Competency Assessment, Staff Mentoring, On the Job Training (OJT), discipline specialist courses to progress the development of competencies and skills of engineering and maintenance engineers and technicians. Participate in development of competency and training requirements, for company engineering and maintenance personnel Define competency requirements for MMSC and subcontractors in regard to Static Mechanic discipline. Participate in recruitment of mechanical engineers and technicians in line with Company guidelines and standards. Maintain the required level of knowledge in the field of Static Mechanical equipment and systems by reading the manuals issued by manufacturers, periodicals and special literature; Report the results of routine work, put forward proposals at labour safety and safety rules meetings, report any failures or abnormal operation of systems to the direct manager; Review registration of all actions as related to repairs and scheduled maintenance of equipment in order to make sure that data on equipment is entered in computerized production management system (SAP); Provide technical assistance in implementation of new projects with respect to installation, troubleshooting and start-up of equipment; Participate in integrated commissioning tests, check the handover and acceptance documentation, and approve drawings; Monitor that all scheduled and unscheduled maintenance activities are carried out in full compliance with labour safety, company safety rules and industrial sanitation rules; Check integrity, safety and timely updating of technical documentation and software; Develop and check guidelines on arrangement of safe work of equipment; Interact with engineering personnel of design and start-up companies on technical issues and provide recommendations; Participate in the integrated activity planning process, review 14 days, 90 days, and 52 weeks plans and provide input; Participate in Shut Down campaign preparation and execution process and provide support and inputs; Proactively working on implementation of methods of condition monitoring and condition based maintenance in order to improve system integrity, reliability and achieve cost effective operation and maintenance.
