Purchase Specialist
Location : Noviy Urengoy
Job Title:
Purchase Specialist
Reports to: Purchase Coordinator
Principal Responsibilities:
• Prepare a purchasing management plan with the District Procurement Coordinator.
• Assist in clarification & other meetings with suppliers where commercial matters are involved.
• Propose and pre-qualify and recommend suitable contractors/suppliers for bid lists, in order to maximise tendering efficiency.
• Participate in supplier pre-award meetings.
• Write purchase contract requirements in conformance with International and Republic of Russia legislation, and in compliance with Company’s Procurement Procedures.
• Review contract scope of goods, materials and equipments for completeness.
• Serve as liaison between a department, contractors/suppliers, and Users.
• Research and interpret purchase contract provisions including explaining contract processes, penalties, and compliance terms to Users.
• Resolve discrepancies in purchase contracts and prepare written documentation.
• Develop, compile, conduct, and monitor advertisements, pre-bids, Invitations to Tender, bid openings, and evaluations of proposals received including all Requests for qualifications.
Additional Duties:
Purchase Specialist also must:
• Constantly increase own qualification and improve skills necessary to carry our the assigned duties according to the current Job Description.
