Обязанности:
• To manage Supply Chain Management (SCM) department, responsible for developing CP strategies to maximize value of spend on a lifecycle basis, awarding contracts and purchase orders, ensuring that contracts are executed in accordance with specified contractual policies and procedures, managing commercial issues, supplier relationship, inventory and material control.
• To ensure that the SCM process is run as best in class and in a fit for purpose manner for the environment operates within
• To embed a culture of continuous business improvement in the SCM department and community
• To provide with commercial leadership through the application of ‘state of the art’ commercial practices.
• To ensure business ethics are maintained at the highest level in accordance with Statement of General Business Principles.
• To manage commercial risks (approved list of tenderers, stakeholders relationship and post contract management capability).
• To promote local business capacity and competitiveness.
• To provide HSE leadership in SCM community and acts as a project manager for contractor HSE management Must Win. SCM Strategic Direction & Planning
• Develop and manage SCM strategic direction based on SPD Roadmap and objectives. Identify critical success factors and constraints, determine the CP objectives and set targets.
• Develop annual contracting & procurement plans based on business plans, work program and budget. Manage implementation of such CP plans and ensure that they are executed in accordance with policies and procedures and in line with General Business Principles.
• Manage development of the formal CP (or Contracts and Procurement Portfolio) Strategies for main categories of spend, including, CP Strategy Workshops and dissemination of results among stakeholders.
• Optimise and where possible consolidate the portfolio of contracts and purchase orders with the purpose of cost reduction related to sourcing and administration of such contracts and orders.
• Provides with state of the art commercial strategies coverage on all contracting and procurement commitment and participates in the strategy discussion with management and shareholders.
• Review and ensure robust contracting, negotiations and claims mitigation strategies. Manage key stakeholder relationship
• On behalf of SCM department, be responsible for key stakeholder relationships (management team, budget and contract holders, shareholders, regional and district authorities etc)
• Ensure support for SCM department by Global Category Managers, Russian Sourcing Office and other relevant Shell professionals with the purpose of global leverage over international and major Russian contractors and suppliers, experience sharing, joint contractor business performance reviews, assurance activities etc.
• Keep sound working relationships with contractors and suppliers ensuring that Business Principles are adhered to.
• Act as Tender Board member and participate in Tender Board proceedings.
• Liaise with the EPC SCM group to ensure that commercial policies and standard practices are adhered to. Требования к соискателям:
• Academic degree in a technical subject, finance, law or business management (MBA).
• Experience in upstream oil and gas business. Preferably a number of years in a management job in the core business.
• Have sound commercial, cost and contracts experience.
• Experience in / adapt at dealing with Russian business practices.
• A proven team-worker/leader, with the ability to coach and to drive functional excellence to national staff and expatriates alike who work in his or her field of expertise.
• Russian speaker very strongly preferred.
