Regional HSE Manager
Function
• Guide in his (her) activity by key business principles adopted by the Board of Shareholders and the management of the Company, in accordance with production programs and the HSSE Department’s approved budget;
• Ensure and maintain steady relations with state controlling and supervising authorities at regional, federal, and state level on the basis of the Company’s key values: Honesty, openness, delivery of promises, and mutual respect;
• Control of all HSE standards and support common HSE policy in the Company in all business-units;
• Put together and monitor the execution of the Company’s HSSE plan developed on the basis of the tasks:
- production risk control
- road safety
- safe equipment operation
- contractors’ HSSE system management
- associated gas utilization
• Coordinate and strengthen the interaction between HSSE Department employees at the field;
• Execute implementation and maintenance of Company system and Global Standard for personnel knowledge inspection and competence enhancement in HSSE Management System elements;
• Implement and maintain HSSE policy and culture in the Company and contractor organizations;
• Monitor timeliness, reliability, and quality of state statistical reports submitted to state controlling and supervising authorities;
• Provide advisory and informational support on HSSE issues to executives and employees of the Company;
• Maintain and participate in the implementation of programs and initiatives of the Company towards prevention of negative impact of production processes on the environment, traumatism prevention, enhancing the culture of safe work performance and personnel motivation to work safely.
Requirements
• Fluency in English – Pre-Intermediate and higher;
• Least 10 years’ job experience in HSSE Management in oil and gas or mining;
• HSSE Manager must know or possess a certain knowledge, qualification, skills, namely:
- Regulatory and legal framework of the Russian Federation in the sphere of HSSE;
- International and corporate requirements to HSSE Management System;
- Advanced approaches and techniques (and efficient and legitimate application thereof in the production) in the sphere of establishing a high-class safety culture within the Company;
- An experience in certification of industrial facilities for compliance with international safety standards ISO 14000, OHSAS 18001;
- An experience of establishing and coordinating a team with a view to differences in mentality, professional specializations, and distances between employees’ locations;
- Resistance to stress, adequate reaction, and decision making in non-conventional and emergency situations;
- An experience of communicating with representatives of state authorities, including those at international level.
