Position and mission: Our customer is an International Operating Company, currently undertaking a major oil project located in Russia, in the North-Western Part of Siberia. We currently have a vacant position of: PRODUCTION and COMMISSIONING LEADER.
The job holder is leader of all Project activities related to Production, commissioning and start-up from Detailed Engineering to start-up, with close attention paid to HSE.
The operating procedures are usually written upon completion of the detailed engineering study in order to be ready before the start of commissioning, during the course of which they will be corrected and finalised.
The commissioning files and dossiers are under its sole responsibility.
Key Responsibilities:
During engineering phase, on operations aspects the Job Holder has to:
• Ensure operability of the Facilities
• Participate in HAZID, HAZOP, CTR etc…
• Issue Operating procedures including first start-up procedure
• Follow-up of realisation of Operating manuals
• Follow-up of realisation of Description of the facilities
• Issue Command/control of the facilities: procedures to follow for the start-up and shut-down of all or part of the facility, parameters to be supervised with regard to operating, the actions to be undertaken in the event of malfunction, of scheduled or emergency shutdown
• Issue Metering procedures and Chemical product management plan
During engineering phase, on Commissioning aspects the Job Holder has to:
• Organise various commissioning preparation tasks: work repartition, priorities, and coordination of preparation team
• Prepare the basic commissioning management procedures (punch list, hand over, internal organisation…)
• Prepare overall commissioning plan
During commissioning and start-up phase the Job Holder has to:
• Organise the commissioning activities on site and in the construction yard, through the trade superintendents
• Coordinate the pre-commissioning and commissioning activities between the different contracts
• Coordinate activities of discipline superintendents
• Be responsible for the hand over of sub-systems to Operations
• Checks progress against planning and recommend any necessary corrective actions
• Request all resources required (personnel, tools etc)
• Ensure correct management of vendors on site
• Ensure correct reporting in time frame defined by the commissioning manager
• Be responsible for the overall safety of site commissioning activities
In general, anticipate potential problems of interfaces / Analyse and propose corrective actions and Issue Production and commissioning quality control procedures
Activities :
• Ensure the satisfactory completion of all project activities related to pre commissioning, commissioning and start-up operating in time and paying particular attention to HSE issues
• Ensure the facilities are designed as per Company standards and commissioned as per Company guidelines and properly handed-over to the operating team with all documents, procedures, manuals as required. Maintain a good team spirit and good relations with the construction team and site Operations and Start up teams
Profile:
• Minimum 15 years experience in the oil industry with field operations and commissioning experiences with acid gas background
• Fluent in English (speaking and writing)
• Good communication skills, able to work in a multicultural environment
