Function
• Arrange for maintenance of automation and telecontrol systems at the Company’s facilities, compliance with the requirements of incident prevention and labour safety, industrial, environmental, and fire safety rules;
• Maintain contracts with contractor organizations for performance of maintenance in accordance with the Company’s requirements, as well as execute all business processes using maintenance module in SAP.
• Develop and arrange for issuance and implementation of the required regulatory documents (instructions, procedures) for performance of maintenance, preventive maintenance, safe and intelligent operation of APCS, CMCS, data acquisition and storage systems;
• Arrange for or conduct training in maintenance standards, procedures, and instructions adopted in the Company for the Company’s personnel related to maintenance of APCS, CMCS, data acquisition and storage systems;
• Arrange for development, coordination, and approval of preventive maintenance schedules for APCS, CMCS, data acquisition and storage systems equipment; Arrange for or conduct training for the personnel in maintenance of APCS, CMCS, data acquisition and storage systems following the newly adopted preventive maintenance schedules;
• Arrange for generation of the list of equipment handed over to operation;
• Conduct systematic verification (audit) of APCS, CMCS, data acquisition and storage systems devices, as well as execution of preventive maintenance schedules;
• Arrange for the usage of software for automated maintenance system business process maintenance (SAP PM) by the personnel related to maintenance of APCS, CMCS, data acquisition and storage systems.
• Execute investigation of the causes of accidents using best practices for defining ‘root causes’. Participate in the investigation of causes of accidents / incidents related to poor operation of APCS, CMCS, data acquisition and storage systems, develop actions for prevention thereof, and arrange for performance thereof.
• Conduct review of requests for changes in the existing process automation design. Prepare the resolution on introducing the changes. Arrange for introduction of changes using available funding sources. Monitor changes being carried out. Perform design supervision following introduction of changes.
• Monitor changes in process automation designs whilst executing all coordination required by the RF regulator documents. Jointly with Industrial and Labour Safety Team, Fire Safety Team, execute development of instructions and actions for ensuring safe labour conditions in the course of APCS, CMCS, data acquisition and storage systems operation.
• Arrange for performance of operational analysis of APCS, CMCS, data acquisition and storage systems equipment at the immediate supervisor’s request.
• Arrange for preparation of spare parts lists required for performance of APCS, CMCS, data acquisition and storage systems maintenance.
• Execute control over the compliance with the approved rules / requirements of safety rules, maintenance instructions and procedures, job and production instructions.
• Execute compliance with the directives of the state supervision authorities, technical inspectors, labour safety service employees, labour safety orders and instructions.
• Execute control over efficient usage of spare parts, materials, and tools, compliance with the established stock standards and limits.
• Arrange for and conduct meetings on technical and organizational issues with contractor organizations employed in APCS, CMCS, data acquisition and storage systems maintenance, design, and construction pursuant to contracts signed.
• Maintain independent correspondence with structural subdivisions of the Company subject to applicable procedure, as well as with other organizations on the issues within his/her competence.
• Act as the representative of the Company, following assignment by the management team, in superior and other bodies in the course of reviewing the issues of automation, telecontrol, and computing equipment status, operation, and maintenance.
• Control development of Instrumentation and Control equipment list as well as loading this list into SAP.
• Control development of APCS, CMCS, data acquisition and storage systems operation and maintenance manuals.
• Develop scopes of work for contracting APCS, CMCS, data acquisition and storage systems maintenance.
• Interact, subject to applicable procedure, with other divisions, teams, and departments on issues related to performance of his/her employment duties.
• Submit proposals on altering and amending this instruction, on altering the structure and staff employed in APCS, CMCS, data acquisition and storage systems maintenance.
• Review and approve requests for making technical changes and modifications in APCS, CMCS, data acquisition and storage systems.
• Review requests for deviation from design and rated conditions in APCS, CMCS, data acquisition and storage systems.
• Arrange for and control execution of actions to ensure Information Security in the APCS, CMCS, data acquisition and storage systems soft- and hardware suite.
• Arrange for execution of APCS, CMCS, data acquisition and storage systems modification, expansion, major repair.
Requirements
• Higher professional (technical) education and at least 5 years’ specialist work experience in engineering / technical and executive positions
• Must know:
• The outlook for technical development of automated process control systems (APCS), centralized monitoring and control systems (CMCS), data acquisition and storage systems; Automation equipment and technical operation rules thereof;
• Fire & Gas Protection systems;
• Metering systems (preferably);
• Production planning procedure and methods;
• Forms and methods of the Department’s production and business operation;
• Basics of economics, job engineering, and production management;
• Domestic and international best practices in the area of oil production, processing, storage, and pipeline transfer technology;
• Methodological and regulatory materials regarding arrangements for maintenance and repair of automation, telecontrol, computing equipment, and data acquisition and control systems;
• The system of maintenance, preventive maintenance, safe and intelligent operation of APCS, CMCS, data acquisition and storage systems.
