Our client, a large production company, is looking for HSE TEO Specialist. SCOPE OF THE SERVICE:
* Assist the Engineering Team in ensuring that the design of installations and associated facilities is carried out according to the Health and Safety Project specifications
* Share and contribute to the Engineering work with the SAFETY Lead Discipline Engineer
* Ensures that the DED project, associated STU’s and DED project chapters are developed in line with the FEED Engineering. Ensures that the General Designer finalise the DED project dossier with minor corrections fed back to the FEED Engineering and CFT process.
* Supervision, control and coordination of all SAFETY Engineering DED Design activities with respect to overall Project Objectives (Schedule, Quality, Budget)
RESPONSIBILITIES:
* Ensure that Project SAFETY specifications are correctly and fully implemented by DED project contractors and sub-contractors
* Acquire as soon as possible perfect knowledge of Project SAFETY Specifications and understand discrepancies with RF norms are justified and documented.
* Ensure that the design of installations meets the requirements of the SAFETY Concept, ensure the end of FEED issue is in line with the DED project dossier or discrepancies justified, review and comment.
* Participate in safety studies and monitor implementation of safety-related input to the DED by project Contractor: process hazard reviews and analysis, hazard consequence analysis, risk assessment studies.
* Carry out related work and participate in F&G detection and protection philosophy, ensure it is complied with : ESD logic diagram or C&E, hazardous areas, fire zones, evacuation and escape routes, layout drawings, venting and draining, HAZID, HAZAN, HAZOP, QRA , ALARP reports and the P&IDs
* Participate design related studies: HAZOP, HAZID and safety reviews as specified in the Project SAFETY Plan
* Participate in definition of and Follow up of the safety distances calculations, gas leak dispersion studies, flare and vents radiation and dispersion studies, fire risk analysis (jet fire), explosion and blast modelling
* Ensure that all H&S related matters are compliant with Russian and international laws & regulations
* Participate and assist to ensure that all H&S related matters are included and addressed within the EPC tendering documents for the next phase after the FEED i.e. EPC phase and working Design if so required
* Work in close coordination with the Environment Senior Engineer to take into account Project and regulatory environmental requirements in the design of installations
* In liaison with the Environment Senior Engineer, follow-up and review the various studies reports.
* Supervise and coordinate the DED/STU Contractors and Sub-Contractors for all fields of Civil activities. Monitor the progress of the related discipline Engineering Design activities performed by the Contractor’s and comment/approve the progress figures and supporting documents.
* Check and review the engineering documents developed by the Contractors, Sub-Contractors and timely give comments and/or approval, in accordance with the Project procedures and requirements.
* Liaise with all stakeholders on the discipline philosophies and requirements and ensure the project needs are met. Manage all interface issues relating to discipline.
* Answer Contractors queries: TP/CIS DED developer, DED General Designer, STU Contractor and control deviations
* Organize and participate in discipline meetings with LDE and Contractors. Participate as required to specific ad hoc meetings.
EDUCATION & QUALIFICATIONS:
* Graduated Engineer with 7 - 15 years experience in SAFETY engineering related to large LNG and/or oil and gas project
* Concept design / FEED stages of projects in the Oil & Gas industry
* Skills in terms of LNG specific Hazards appreciated
* Russian regulation/norms and DED project development knowledge mandatory
*
Knowledge of international standards/norms, industrial and technical constraints is required
