Role Overview:

To support the Project Management team in managing contracts in order to maximise contractor performance in line with project requirements and ensure compliance with the terms and conditions of the contract. To provide guidance on contractual issues and claims avoidance, and work with the Contract Administrator to ensure company’s procedures and processes are complied with.

Duration: Ongoing

Basis: Residential(5Х2)

Indicative Day Rate: Negotiable

Role Activities:

• Support Company Representative/CH in defining the Contract Management strategy and establishing the systems, processes and organisation for effective contract management.
• Support development of Scope of Work and coordination procedure
• When applicable, attend the Handover meeting with C&P and verify the completeness of Contract documents
• Ensure that all pre-award contractual phases are completed prior to mobilisation of the contractor and facilitate Hand-over from C&P
• Facilitate internal kick off meeting with company personnel to review contract terms and conditions, the change order process and claims avoidance
• Oversee reviews of Contract Execution Plans
• Support Company Representative/CH in ensuring Contractor compliance with Contract Terms and Conditions, Scope of Work, Deliverables and Schedule
• Review the Contractor’s Monthly Report advising CH/Company Representative on contractual issues (potential claims, liabilities, LDs, etc.) and contractor non-performances, advising appropriate actions to be taken
• Review progress prior to Contractor meetings, and provide input (attend as appropriate) Review outcomes of the Contractor meetings and advise on further action.
• Advise appropriate action and strategy to remedy contractual shortfalls, involving C&P as required
• Review correspondence from/to the Contractor. Provide general contractual / commercial advice for the Contract Holder and project team members involving Legal, Finance, C&P as appropriate
• Act as focal point for review and challenge of PCN’s, VOPs (either at change meetings or via formal correspondence); provide advice for acceptance / rejection to Contract Holder. Advise appropriate action to take in case of extra-contractual charges.
• Provide necessary assistance to Company Representative/CH in contractual negotiation and dispute resolution. Liaise with C&P and / or Legal Department with reference to significant Contractual / Commercial issues.
• Liaise with C&P for contract amendments
• Liaise with C&P to ensure Contract details (including LCV and ACV) are correctly loaded into SAP. Advise CA on SAP call off process e.g. Call off annual value of contract.
• Act as a focal point for the administration of any back charges, concession notices or potential claims, participate in the evaluation, negotiation and settlement as directed by the CH/Company Representative.
• Review draft sub-contract enquiries, bid evaluations and draft sub-contracts, as prepared by the Contractor and obtain appropriate Company approvals / comments
• Advise if guarantees / performance bonds, bank guarantees / payment bonds, parent company guarantees are not in compliance with the contract requirements
• Advise if insurances and tax certificates are not in compliance with the contract.
• Assist Site Teams to ensure the management of Contracts processes are in compliance with Client’s procedures and guidelines.
• Assist and support, as requested by the CMPU Section Head/Coordinators, contract compliance review and audit activities and ensure implementation of audit report recommendations by the teams involved.
• Oversee close out of contract and ensure all required steps are completed
• Oversee the settlement of the final account and processing of the Completion Certificate and preparation of the Close-out Report for CH signature
Provide feedback on lessons learnt from Contract Administration activities.

Qualifications & Experience:

• Numerate Degree, Engineering HND or equivalent, 10 years oil and gas experience
• Experience in managing the interface between sub-contractor and managing contractor or between client and managing contractor
• Experience in major Onshore and Offshore Petrochemical Projects
• Experience in working direct or indirectly for a Major Oil Company.
• Experience in dealing with Share & Stakeholder
